How To Set A Constant In Excel
The default setting (at least in Excel for Windows) has always been Horizontal: General and Vertical: Lesser.
At that place is no way to change these settings at the application level. They are hard-coded.
If you don't want to use default templates Book.xltx and Canvas.xltx, you can change the default for a specific workbook past modifying the Normal way:

Honestly, in that location is no selection for users to set default vertical alignment, but I recall it is possible to utilize VBA code to change alignment automatically.

Well, just check over again and at least Excel 2022 (16.0.4939.yard) uses Vertical Heart as default setting. It is my visitor's laptop and I am non sure that IT colleagues of my company have washed whatever customized settings or not.
And using templates or normal style can only change the INITIAL settings, non the default settings.
Is information technology possible to ready default alignment by irresolute registry? I volition do it at my own risk ;-D

Well, is it possible to set default alignment by changing registry? I volition practise it at my own risk ;-D
Excel 2022 (16.0.4939.yard) on my visitor'southward laptop is using Vertical Eye as default setting, and I am used to this.

While I didn't notice any register setting to explicitly alter the cell alignment.
